I think the suing is more in response to Neymar trying to get a loyalty bonus. If there's any evidence that PSG were negotiating with Neymar before the deadline for that loyalty bonus, I think Barca are well within their rights

Well... Reports were, and the Barca suing seems to back it up, that Neymar delayed the move to PSG so that he would pick up an £8m bonus that kicked in a year after he signed his deal with Barca.

Except for the fact he didn't break his contract. He paid the amount stipulated by Barcelona to be released from his contract.
Barca have no grounds to sue. They gave him a new contract with a release clause, and as part of that contract paid him a signing bonus. They can't moan because Neymar and PSG have used their own contract against them. No mention anywhere of Neymar having to fulfill part or all of the contract, and if that was the case, they wouldn't have let him leave.

If Neymar was negotiating with PSG before the signing of the new contract, then they can. Even if not, it is forbidden for a player to speak to another club without his current club's permission.
