We've been linked with Jonny Evans, and now this story comes out:

Now I know we're famous lowballers (see also: £45m + £1 for Luis Suarez), and I can't help but feel that the board may have let the Evans interest die in the hopes of getting him on the cheap if / when the Baggies go down. Do you think we'd stoop to a tactic like this? Or am I being paranoid and unduly distrustful of the board and management?

Are we trying to pull a fast one?

The article speaks of not being able to follow through because of the cost of Aubameyang. Reports from Arsenal suggest that, if we get P-EA, we won't have significant funds to make purchases. Interest in Evans seemed to die weeks ago.
All these are reasons I would look to before that which you've suggested. It doesn't mean it's not a consideration. If so, is it such a bad thing? I mean City were willing to wait to get Alexis for free.
PS. £40million + £1...
