Best keeper is De Gea.
Best English keeper is fack knows.
Hart is now dross.
Pickford has potential but has spent the last two seasons picking the ball out of his net extremely regularly.
Foster can’t kick, at all.
Forster’s form has collapsed to the point he’s dropped.
Heaton has been injured and Pope has done well in his absence but is very inexperienced.
I have probably forgot some contenders but they are basically all mediocre.

Best goalkeeper in the PL?
Well, most of them are all pretty much on the same level really. Compared to previous generations, at least.
They are all excellent 'shotstoppers' (as the expression goes). But, from a coaching perspective, employing a gk on that basis is akin to selecting a striker on the basis that they can kick the ball, or a winger because they can run fast.
Goalkeepers, generally, need to be judged on more than 'shotstopping' alone. Select only on what their presence, actions, ability etc., does to the effectiveness and efficiency of the other 10/11ths of the team.
For example a gk that is behind good defenders/midfielders/forwards playing well is difficult to compare to one that is equally as good but behind the opposite. Therefore, it could be argued that Petr Cech is the best GK (at least in the top 6) because the defenders in front of him are all cack. I don't think he is the best by the way, but just making a point.
Another example is that spurs, who have pretty good defenders, have such 'mischief making' players in front of the defence that that reduces the amount of pressure on them and the gk. Ditto, of course, MCFC (who have even better defenders and midfielders).
Whilst Coco, whilst having the best defenders in front him, unfortunately, forces the rest of the defence to play deep to protect/cover his weaknesses. The knock-on effect is that the defence playing deep forces the whole set up to, also, play relatively deep - hence the 'hoofball' accusations. His personal weaknesses (compared to most others in the league) such as distribution, decision making, positioning, communication etc., means the aforementioned effectiveness and efficiency of the other 10/11ths is reduced.
It is difficult to pick out the best, but it certainly isn't Coco. Purely on the basis that his relative weaknesses has such a negative impact on the style, effectiveness (and such) of the whole team.
