Incompetence would imply his bad decisions were down to a lack of ability and not impartiality.
He's a bad ref, but I've never really believed his bad decision were solely down to incompetence.

He was the ref in last seasons NLD at The Emirates, which Arsenal won 2-0 with both goals coming from wrong decisions.
