Based on points gained after 24 games last season:
Liverpool = +14
Man City = -9
Spurs = +9
Chelsea = -3
Arsenal = +5
Man United = -8
Based on points after the same fixtures played:
Liverpool = +13
City = -6
Spurs = +10
Chelsea = -1
Arsenal = +10
Man United = -7
I guess things can change with much of the league campaign left, and teams below the top 6 are pretty weak these days, but it also goes to show how much better Spurs, Arsenal and Liverpool have been doing this season.
Chelsea more or less the same, and the less said about United the better.

Fabinho has been a 7/10 every game apart from against Arsenal. Keita has been a little more inconsistent with his form but had an injury, and since coming back was man of the match v Burnley and had another very good performance v Bournemouth.
If writing them off as flops after 16 games helps though then go ahead

If ever proof was needed about buying top quality players then Liverpools signing of Alisson..Keita..Fabinho and Shaqiri with VVD are proof indeed.

Kinda agree with this. However, I would say that generally attacking players such as Bergkamp etc often take longer to settle as they are impact players who see less of the ball in general and are reliant on others around them to give them the ball in dangerous areas in order to make a difference. Whereas more defensively minded players are in the thick of it from day one and can be expected to show how good there are more quickly.
Vieira, Kante and Torreira for example were pretty good straightaway.
