Pure speculation but is it maybe the case that part of his obscene wage is awarded for being in the match day squad?
He's obviously not someome Emery sees in his first 11 but to not even travel on this many occasions (often without any hint of injury) seems very very odd.
*I understand he may well have an injury this time round but it's quite likely he wouldn't have travelled anyway as has been the case several times already.
Ozil being dropped from the squad

Ozil will still get paid and no one will want him. A lose lose situation for Arsenal.

You know what I was thinking the same thing. No way in hell would our tight as club give anyone straight up £300k per week. His wage must be around £200k with the rest loaded with bonuses ie playing and getting goals/assists.

It still beggars belief that Arsenal gave him that contract.

Not having both Ozil and Ramsey start every game in the current situation is madness to me.
