I’m really struggling with the hazard thing. As someone who doesn’t have a single decent attacking player to play alongside he has the most goals and assists in the league.

We only have one other top player in Kante.

I suspect it's the timing of the vote and based off man United rejuvenated form when he was key.
Would explain son and hazards omissions as well as just shows form around vote time plays a large part.
