Well, that is the only conclusion I can draw from what he had to say about ongoing negotiations with RVP, Song and Theo:
"After that we see where we go but the gap on that front has become bigger for us so, today, I cannot say that if we go to the maximum [deal] we are sure to sign a player - even if we do that we are not sure."

What's he supposed to do - preempt negotiations by promising that each player will sign whatever contract they're offered? You think the players, their agents, or the board would like him destroying contract negotiations? Some of the criticism of Wenger is just ridiculous.

Wenger is acknowledging that in today's market, we are no longer assured of holding onto our best players.
He may be indirectly pressurising the board into raising the wages cap, or he might just be simply telling the truth. Either way, it's preferable to him lying and saying that they'll all sign for sure.

In other words, other clubs can pay more and Wenger can't predict;
a/. If another club might come in with a huge offer for a player.
b/. If a player might want to chase the money.
Now, in a world without drama-queens, what the hell is wrong with that?
He's telling it as it is, and if anyone wants to pretend otherwise (ie, that Arsenal are capable of matching the highest wages available), then they really need to look at themselves.

What the hell is wrong with the board? Why have we allowed ourselves to be in the same situation as we were with Nasri with 3 of our other best players?
One thing for certain is at least one of these players will leave, as much as I hate to say it, RVP is too good for a club like us at the moment, if he wants to win trophies before his time at the highest level is up then next Summer will probably be his last chance to do it and sadly I think he might.
On top of this we also have the likes of Arshavin, Rosicky, Almunia, Squillaci (not that I care about the latter 3) in the final year of their contracts and will more than likely be off. I'm pretty sure Gibbs and Vermaelen are in the same situation as RVP and co. Looks like another Summer of mass departures will be ahead of us!
