OK, the fine is huge but I'm sure the money gained from the transgressions will cover it. The points deduction is massive but probably not enough to see them relegated. They will suffer the ignominy of fans at other clubs. They will suffer the ignominy of being out of Europe next season. By and large though, that will be that.
What is however very noticeable is the conspicuous silence of all other clubs bar Exeter who are going to town on it. Methinks this is not over, there will be others.

One I find the best things they could do as far as making things less predictable is putting a salary cap in footy, but of course greed will get in the way.

Should have been automatically relegated 2 divisions and thrown out of European competition.

Looks like you've got at least part of your wish. Looks like they'll be relegated.
Here's another plan for next season, based on the Mark Wilson loan to Sale this season.
1.11 Sarries players selected go out on a season long loan maintaining their current salary
2. The remaining 11 clubs draw lots for the order in which these players are selected in an NFL style draft pick. This would be outside the loan club's salary cap for one season only.
3. After next season, the players return to Sarries if they wish, but not if their contract has expired in the interim.
4. If Sarries still can't stay within the cap, players have to be released from their contracts to negotiate with other clubs. Sarries would have to make up the difference between what their contract is and where any other club values them. These payments would not be included in the Sarries cap but would be an extra financial burden.
