According to CIES Football Observatory, here are the top 10 most valuable squads in the top 5 leagues:
Club_________________Value (m/euros)
Liverpool_____________1,405
Manchester City______1,361
Barcelona____________1,170
Real Madrid__________1,100
Chelsea______________1,008
Manchester United___1,007
Paris St-Germain_____979
Atletico Madrid_______836
Tottenham___________ 787
Juventus_____________783
https://www.bbc.co.uk/sport/football/51909519
Based on this, the PL top 4 should be:
1. Liverpool
2. Man City
3. Chelsea
4. Man Utd
If either Man Utd or Chelsea fail to get a CL place, they have surely underachieved (assuming the season is completed). If Spurs qualify, they have overachieved.

I wouldn’t trust cies, they have some odd choices, for example awb was more valuable than the Liverpool fullbacks, and I think most utd fans would happily swap him for one if that two as they are frankly, better.
----------------------------------------------------------------------
I’m not sure I would. Liverpool’s full back are currently better but also play in a better side. AWB is improving his attacking play and I’m struggling to think of a better defender at full back.
----------------------------------------------------------------------
He’s a superb defender, but their two fullbacks are also decent defenders, and are far, far better at getting forward. Depends on how you play I suppose.

True. I wouldn’t swap right now though but I could understand why you would.

Not really. With no footy, I'm having to scrape the bottom of the barrel.

‘Most valuable’ squad doesn’t mean ‘best’ squad.
Assuming that the ages of players, contract lengths remaining, size of squad, loan players, wages (which impact transfer value), etc. are taken into account.

For sure ‘most valuable’ doesn’t translate as ‘best’ then, and, accordingly, perceived value shouldn’t necessarily suggest squad performance or league position.

No one really agrees on the order of best squads. And how much a squad is worth is pretty useless. However, how much a club has spent shows where they aim to be. If they fail to reach near those levels, they have underachieved.

They have AWB valued at £50-£70m, Robertson at £90-120m and TAA at £150-£200m.

But these figures don’t show how much a club has spent, gross or net.
They show (some measure of) value, which is completely different.
