I don’t think you can say a team that has won the CL & PL in 2 seasons is not great.
They do not to win the league this season to get into the best ever PLAY team convo imo.

Dropped a grand total of 32 points in the last two seasons, won the CL and reached the final the season before.
Won the league with a gap of 18 points to a great city team and about 35 points from the rest.
It's obviously a great team.

Pretty daft criteria given it's only happened 3 times since WWII.
Just in the PL era alone that would mean you're discounting Wenger's Arsenal, Mourinho's Chelsea, and Pep's City as great teams.
