No games are forfeited after Round 4, it was in the rules.

That isn't true either.

Games can still be forfeited if say City cannot fulfil the fixture due to playing one of the many PL catch up games.
It all depends on where the games will be fitted later on in the calendar which is not only to suit City but equally United.

Yeah, because only Spurs were drawn against Orient ? and because Orient could not fulfill the fixture. Spurs did nothing wrong and were prepared to reschedule at the time.
Oh and read the cup rules. Forfeits up to the quarters only , semi's/ final must be rescheduled.
