My windfall is because 4 of the properties I own have cladding on them. 3 of them are in London so it was killing me as the apartments are worth a fortune but un-sellable due to the cladding on them! So I set aside approx 250k to pay for the remediation work as the building management companies were putting the cost on the owner, me. Anyway last week there was an announcement by the government, in which they took responsibility and are paying for the removal of the cladding. So that was my windfall and why I am paying this poor lad's rent.

It’s the words he uses that gives his game away.
He says he’s come into a windfall. Then goes onto to say that it’s money he already has but no longer has to spend. That isn’t a windfall.
Then he says he’s paying his tenants rent. Paying it to who exactly?

He actually named a building I'm familiar with in a previous comment.
It doesn't have cladding issues as it was made with actual bricks rather than curtain walling.
