No you're right, Tuchel is better than Klopp and there are 8 better managers in the league than Jose.

Best Portuguese manager but 9th best overall.

I don't understand who you're comparing Mourinho with. The only Portuguese managers in the PL are Mourinho and Nuno Espirito Santo, and the ranking is 1. Mourinho 2. Nuno. So how is Mourinho 9th?

When you take away the totally arbitrary factor of nationality.

OK, think about it this way. Who is the best team in the world currently? It's impossible to say for sure, but what we can assume is that it's a team that is top of their own country's league because any team that isn't even the best team in their own country can't be the best team in the world. So we can rule out any team that isn't first in their league.

How do we do determine who the best manager in the PL is? We take each nationality and find the best manager of each nationality and then we can compare this smaller list of candidates.
