If he didn’t want to leave Chelsea then why did he? They offered him a contract. He rejected if. He then signed a contract with Arsenal. These are not the actions of a man who doesn’t want to be here.

No we were his first option. Staying at Chelsea was not an option. You are reading way too much into him wanting to stay. It's no different to any other footballer who is happy at a club where the manager decides he has gotten too old. They almost all "want to stay" unless they're a Santi/Zola with a pre-existing commitment to finish their career at a specific team already.
The reason he's looked so poor is part age, part Covid disruption, part squad mess, part "new club and players after years," and finally, part clueless manager who only knows how to defend. I(t's enough to make any grandpa player look a mess for most of a season. At least he has started to improve.
