Would probably need the government to get involved with that. Hopefully they do, they really need to look at the regulations of football ownership. But that opens up a massive can of worms. Every single premier league club is privately owned.

I think of all governments, the Boris government is the last one that would be looking at regulation of football ownership.

If he can get regulations in place, it's one of the easiest political wins. Do something that the majority of the country (at least those with any even passing interest in football) can get behind?

Barf, who knows? Would depend on what the government were trying to implement.
For argument's sake, let’s say that the government were trying to radically change football ownership in England to something more resembling the German model. Would FIFA and UEFA really have the jurisdiction, and appetite, to take on a state that is looking to implement such a change? I have my doubts.
But the likelihood of those changes happening are about as likely as Ed Woodward and the Glazers coming out and apologising for facking up Man United, and for trying to destroy European football.
