No. There've been conflicting figures, but iirc the £150M was the maximum it might rise to if add-ons were triggered.
Add-ons are normally related to appearances, performances and both individual (e.g. Ballon d'Or) and team achievements (Liga, Champions League).
He might not have triggered any of them as of yet, as he would probably have been required to complete a certain number of appearances in order to trigger whatever add-on there might have been for winning La Liga last season.

A resounding NO from me!
Even with Hazard’s obvious immeasurable talent, there’s not one part of me that would want him to return (including on a free).
I'm most pleased that our current young players don't have to put up with Hazard' low-grade mentality.
Would have rubbed off on them, which would have been disastrous.
Don't want to see any half-arsed player strutting about the place.
Hope none of our young attackers ever pick up on his bad habits of...turning up to the season chubby/overweight, constantly going through the motions, downgrading ambitions, playing within their comfort zone (handbrake on) and content with plateau.
Eden Hazard 30 years old, yet to make a dent in the CL...
He’s symbolic and epitome of the past, that the club is trying to move away from and rightly so.
During his heyday he was without doubt capable of hitting the same heights as Messi (or being close, which he hasn't ever been).
Unfortunately his application is rotten.
Talent is unquestionable.
Just doesn't have the (elite) inner belief, application, drive, mentality to match the immeasurable talent.
