There’s a threshold in their rules that means a player can’t take less than X% pay cut, so even if Messi offered to take a 50% pay cut or play for free, it wouldn’t be allowed. Any pay cut he did take would still put Barca in in breach of current La Liga regulations. They literally have no choice but to release him, and he literally has no choice but to go, unless Barca can force La Liga into changing their regulations.

Which is almost certainly what this circus is designed to achieve. Put pressure on La Liga to make an exception for Barca because with both Messi and Ronaldo gone, the league just got about 90% less marketable.
