It seems these promises to let Kane leave took place at the beginning of last season. I don't know why he thinks promises made outweight the contract signed in 2019.
Surely he must know what kind of negotiator Levy is and he would demand the absolute maximum for him.
While Harry seems absolute desparate to leave he is not willing to put in a transfer request which speaks volumes.

Some players want to leave. They only go if we let them. Employers privilege.
