I know I'm wasting my time but I'll give it another go (over the years I've explained this to CFC on several occasions).
Let's take today's Southampton v Spurs game as our example. The game was a sellout and I believe St Mary's holds around 30k however there were swathes of empty seats due to Covid.
Arsenal or West Ham would give the gate as 30k+ as they go by tickets sold whereas Spurs believe the attendance should be those who bothered to turn up and would give the crowd as 25k (I'm guessing it was around that figure) hope this helps.
As for Chelsea you are the European champions so you should be filling your small stadium with ease.

I remember reading a bbc article a few years ago that had West Ham top of the discrepancy (between gate given and actual attendance) table.
I haven't got time to look now but for those who have get googling.
