Yes there's no criminal prosecutions in civil cases. The burden of proof is always on the claimaint in a civil case and on the prosecution in a criminal case. It doesn't shift to the claimaint from the prosecution because there's no criminal prosecutions in civil cases as you've just said . It doesn't shift from the defendant to the claimaint because it was never on the defendant in the first place. It doesn't shift to the claimaint at all
