You can't not rely on the government. You need them to make the right decisions no matter how "independent" you are. If they allow the banks to go crazy or focus on their rich friends then you will get hurt one way or another.

And do they want plebiscites on EVERY law passed?

On every major decision there should be a vote especially as it’s a democracy. Or is it actually not a democracy?
