It doesn't really. If you're worried about credibility of the league I think that ship has sailed whether you declare a retrospective winner or not.
I have no problem with them doing so, as such. Would just feel a bit pointless and would rather they didn't.

A lot of credibility can be redeemed by going about this the right way and throwing the book at City.

Honestly don't know what joy anyone would get out of winning a retrospective league title from 10 years ago.
I doubt they'll be stripped of their titles, but if they are (and tbh they unofficially have been in the minds of most) just declare no winner.

I don't think they should award 3 to Liverpool and 3 to United. They should declare them all null and void.
City shouldn't be allowed to keep those wins though as they are all tainted just like Lance Armstrong. They have to be stripped away.

A league season cannot have no winners. That's ridiculous and unworkable.

Yeah, really doesn't work. The record books will show no winner due to cheating but the teams that didn't cheat get punished anyway.
Who would get the six titles? Liverpool and man utd a couple each, what about the other two?
