It would be so much easier if it wasn't for GDPR deletions as I could for all the old articles and comments that haven't been commented on recently. Just store them as flat files, in an object storage system such as S3, but each GDPR deletion would involve reading and writing the whole files. Which would be horrendous.

Could you un-delete a previous user's comments if they had been deleted due to a GDPR request so all comments are live again?

Asking for a friend.

Nope, its a full wipe. Gone gone. We have two rolling 48 hour backups. So there will be a 48 hour window, after the deletion before it overwrites the backups and they are gone for ever.
