This is not a false flag event, you can’t shoot somebody in the ear from 200 yards & be confident of not killing them, however, it’s not a professional hit because to miss the main mass of the head from that distance with multiple shots is poor shooting .

One man was shot in the head & is dead, another woman was shot in the arm & I think somebody else shot in the hand.
Trump also moves his head just before the bullet hit his ear, I don’t know if that saved his life or not.
