I would think that going forward that drug testing refs would be a minimum requirement.Shouldn't get much resistance if it's introduced.

Would probably have to reduce the maximum age of referees, I imagine many are on something to keep up as they get older. Perhaps just limit to checks for recreational drugs. Although it might not be a bad thing if there's a higher turnover, would mean more opportunities and perhaps more getting into it.
