Who is in a worst state?
Both having pretty similar seasons:
Spurs 11th with 23 points
United 14th with 22 points
Spurs 9th in Europa with 11 points
United 7th with 12 points.
Spurs in the EFL Cup semi after beating United in quarters.
Spurs having a non-league club in the FA Cup while United are away to Arsenal.
Man Utd have, of course, already sacked their manager. The new man, Amorim, seems to be having a good look at his squad and deciding they aren't very good. He has ostracised Marcus Rashford, laid the law down to Garnacho and keeps changing his team. Whether he will have the finds for bringing in a few either next month or the summer remains to be seen.
For Spurs, they have a manager who refuses to budge on his all out attack, reckless philosophy. Even with the first choice 'keeper, the 2 CBs and often a full back out he refuses to protect the defence. They ARE the league top scorers (until Liverpool put 10 past Leicester in a bit) but 1-0 losses to the likes of Ipswich and Crystal Palace to break both teams ducks are as common as big wins.
Both teams will point to certain circumstances as hope for the future, but which one would you rather be?
Man Utd/Spurs...

We’re in a worse state, definitely. It’s not just because of the squad, the whole club is going through a complete restructure and we don’t even know if the people leading it are competent enough to address the issues that have plagued the club for over a decade.
Despite the entitled whinging from Spurs fans, they’re at least under steady ownership that consistently has them around about, or punching above, where they should be for a club of their stature and finances.

What’s entitled about the whinging, Darren?

Kinda explained in the same paragraph, no? The way many Spurs fans go on you’d think they support Real Madrid and not Tottenham.

Are you saying that because Spurs is under stable leadership fans aren’t allowed to express dissatisfaction?

No, I’m saying that the complaints of many are due to unrealistic and entitled expectations.

Ok. It’s just that whenever Spurs fans complain about Levy’s perceived lack of sending, opposition fans are only too quick to point out that Spurs have spent loads. So, it that’s the case then the fans have a right to expect that the club should be performing better, which doesn’t really seem like entitlement.

Who is in a worst state?
A: Neither. Both clubs are making millions, and there's no way we can say they are in a worse state.
