You said it yourself - that's because someone handing in a transfer request off the pitch is completely different to refusing to go on the pitch as a sub 3/4 of the way through a game.
It's interesting that the likes of Ferguson actually complimented Mancini on his handling of the whole situation.

I don't blame him tbf. Mancini hasn't really put a foot wrong. Tis why he is saying the stuff he is not through gritted teeth in my opinion for the good of The football Club as a whole

I don't really want to get into the whole Rooney incident in truth. It's a bit of a bug bear of mine - respond to an attack on one player, not by defending that player, but instead by attacking another player. As has already been inferred in this thread alone, the Rooney incident and the Tevez incident really can't be compared. Even in the sense of how people (fans/managers) have reacted to each incident in turn.
Mancini said what he said right after the game. Hindsight would seem to suggest that Mancini should have held back, but just watching the footage shows how visibly upset he was at the time. Now that his stance has softened (from "never playing for us again" to "he can have a future at the club" ), Mancini is getting criticised by some. I feel that is harsh. People can and people do change their mind all the time. Similarly, if Tevez does apologise, then he would have changed his stance, as he previously stated that he had nothing to apologise for.
As for the fans, I was hugely critical of Tevez, and have said that I don't want to see him in a City shirt again. But I have to realise that that is not my decision to make. If Tevez does stay, then I have one of two choices. Either hold a grudge against him, or just let it go and move forward.
Which one, all said and done, is the better choice to make?

Mancini is clearly operating from a position of strength. It would be entirely different if we had missed Tevez on the pitch and lost all our games since the incident but the exact opposite is true.
Mancini's coments, in my view, are due to financial considerations relating to Tevez's transfer value and nothing to do with football on the pitch. Bearing that in mind, Mancini has probably been 'asked' to say what he did by the Man City board and I doubt if he really cares how Tevez responds.
If Tevez goes it would be a shame (he's still got goals in him) but I don't really care, we can replace him in January and I'm sure that's Mancini's attitude as well. If he stays, then he will have apologised and that alone will establish the proper state of affairs between him and the club and the manager.
Can't see how Mancini loses either way.
