Why? Who has opposed to this? It's total BS that they can't scedule it in England before 2017. You telling me England can't cancel a home series against Bangladesh to have the best 4 teams playing a mini world cup test series? Spineless ICC were able to put IPL on the cricket calendar in short notice but are making excuses about the test championship.

i for one think bcci is a well run organisation these days , look at the infrastructure across india , look at stadiums across india, a ranji cricketer in 2011 is getting paid 4 times more than what he got paid in 2008 , 20 times more than what he got paid in 1990 . look if other boards dont have the balls to stand up to bcci then dont balme them
