The law of averages doesn't come into it. Just because the team is in the 3rd league doesn't mean the player isn't good.

Actually, Amiens (the club we signed him from) had just been relegated from the second division so he didn't actually play in the third division.

My bad, turns out Bastia are currently 3rd in Ligue 2 after being promoted last season. Maybe this guy is a superstar after all.

Of course it does. He is playing in the third division for a reason. Yes he maybe able to make the step up, but most players at that level wouldn't be able to (hence why they play in that league).

The main fact to take into consideration is his age. It's not like he started in the top league and moved down because he isn't good enough - he probably started at that club and is taking the next step forwards.

I'm not saying that he is a guaranteed star player for us, however, simply looking at the league he plays in and deciding he isn't good enough is incredibly unfair on him.

He maybe a good signing but what we need right now is someone who can come straight in French second division to the Premiar league is a big jump

At £1m it's not a huge signing, he should be able to come in and at least be as effective for us as Hoilett has been recently. That said - we would be better off spending the money on 2 wingbacks first.
