- A stronger tag division
Where are the characters? Where are the gimmicks? I'd go as far as to say that the tag team division is in its worst period in WWE history. Air Boom are awful. Sure, they're good individual wrestlers but lets face it, there's no chemistry whasoever.
We have Primo & Epico, the USOs and Airboom. We used to have the Hardys, the Dudleys, Edge & Christian and the Acolytes. That sums it all up.
- Good Wrestlers getting the push
Bret Hart was always my favourite growing up. Bret himself acknowledged that he was dreadful on the mic but that didn't stop him becoming the best man in the business. These days, you have to tell jokes, crack out some inuendos and bang, you're a star. Jack Swagger is made out to be a goofy sidekick. In reality, he could out-wrestle the entire dressing room. Wrestling first, mic skills second please.
- One WWE champion
If we're going to persist with a super-show why don't we get rid of the two belts and have one WWE championship for the business. Plus, the WWE championship is horrendous. One title, one champion and one big main event at Mania. This problem has even managed to degrade the Royal Rumble in the sense that they can challenge for the heavyweight championship.
- Get rid of the PG13 rating
I recall a time when blood was as common as a bad kelly kelly match. Now we have silly twitter references and the muppets. (Actually I did like the muppets). It painS me though to look back and think - wow, the Dudleys just powerbombed Mae Young through a table from the top rope. Man I miss those days.
- Stables
We're missing a good stable. I liked it a few months ago when Cody Rhodes, Ziggler, Swagger & co all came out together. They could have done so much with this but it faded into the abyss. We need a huge stable a la NWO.

Any answer i'd give to this would have me typing forever, but considering the WWE has recently just lured me back in after two years of flat out giving up on it. I'll just give one simple answer.
I can let pretty much everything you listed slide as i don't expect anything to change there, the mid card can continue being a cluster of destroyed former world champions stuck in limbo, the women's division can continue being WWE's best efforts at mainstream ****, the tag team division can continue being WWE's way of pushing underhyped mid-card wrestlers out of the doghouse. I'm not bothered, i've lost hope in all of those things changing.
All i can ask of them now, and this is specifically about their writing team, is they at least make an attempt to take advantage of the fiction aspect of wrestling and start creating layered and engaging storyline for their main feuds. Now why'll they're getting much better at that recently, e.g. Jericho's intriguing silence, the mystery surrounding the governing bodies, the Danielson/Henry/Show triangle, etc.... that's still childs play to what i should expect from a team of (i'd hope) high intelligent writers. Watching WWE should be like being tranced by a classic superhero comic, it should be a world all on it's own. This buzz term 'WWE Universe' they keep going on about should be a living breathing thing instead of just a marketing slogan .....
...... and the thing is, once that's fixed the value of the title will return with it, whether it be one or two (though i agree with you on that point). It'll become treasure once again even if some nobody gets it handed to him. And slowly the quality characters will emerge again, rather than a bunch of generic wrestlers whose only distinction from each other is usually just an expression or phrase.

I know that their deal with Mattel means the PG rating will be around for a few years yet.
I think once WCW was bought and destroyed the E didnt have any proper competion so gave up trying. Sadly T1ts N A55 has failed to give it any even after all these years.
I was about to drop E but CM Punk kept it interesting, and now Jericho has me intrigued as well.
Tag teams are almost an E afterthought, the unification match at WM a few years back was the dark match ffs, wasnt it London and Kendrick who had longest reign since Demolition, yet got little respect on tv

I think I disagree with all of your points except that of the tag team division, which needs to be made more interesting.

As far as I am concerned, this already happens. Think back to the days when Hogan was main eventing, where was his wrestling skill? Jim Duggan? THe wrestlers need good mic skills if they're going to be wrestling once or twice a week, we see a lot of them, it can't all just be about the wrestling or we would tire of people very quickly. You need personality behind the action.

There would be so many fighters not involved in a storyline, it would be very hard to keep up interesting storylines that engage people if there is no gold at the end of the rainbow. Given the current number of wrestlers competing, i would say that 2 belts are required here.
- Get rid of the PG13 rating
I actually like the responsibility that wwe are carrying at the moment. Blood is nothing but a self inflicted wound to the head and really offers nothing more to the match, this is an old gimmick that I see no reason to bring back.
Stables
stables annoy me, I can't recall a single stable I liked. The storylines involving them are often bland and you inevitably get a lot of interrupted matches which soon gets tiresome.

Just to add though, one thing I would like to see is the back of the annoying characters like Vickie Guerro and Michael Cole. I know that we need heels in these positions, but seriously, these two are nothing but irritating, they have no redeeming qualities and the crowd want them gone because they are simply irritating.
They should both be looking at how bobby heenan used to play both of those roles, I would love to see the return of the lovable heel manager / commentator.
