Yes, if you remove the best player from any team they will be weakened but most teams have players who will step up and fill the void left by their best player. Arsenal's do not have players who can step up and if Van Persie isn't on form.

This is all you need to give op. Chances created. Arsenal are 2nd behind man city. This clearly proves the fact that if rvp was missing the chances would still be being created at an exceptionally high volume

Ba Newcastle 15 31%
Agüero Man City 14 24%
Rooney Man Utd 13 19%
Yakubu Blackburn 12 38%
Out of the top 5 goalscorers rvp is 2nd from bottom in clinicalness. Techinically if we had Ba we would be scoring a lot more goals.
We are not a one man team we simply have a system which is designed to direct our goalscoring chances to the man best suited to take them. Hence why chamakh scored so many in the first half of last season when rvp was out. Isnt this an efficient way of playing football dont you think op?
