Andrew Murray has said he will play in this Davis Cup match which is at Glasgow. This is a 2nd round match and as you say the winner meets either Belarus or Hungary (which hopefully AM would also play in) and then the winner of this match gets promoted to Group I of the Europe/Africa section in 2012.
The match takes place between 8-10 July.
As you say GB tennis has slipped to this level the reasons for I'm not going to go into.

The BBC may not be showing it as the GB Grand Prix is on the same weekend. So its the Davis Cup v GB GP expecially the Sunday.
