His job as Dundee United manager is to pick the best team available to him and get results for Dundee United. His job is not to put the development of one young player above the needs of the team.
Can you provide any proof Houston is going to stop Levein picking him? If he doesn't get picked it might be because he's 20, nowhere near the finished package and there is quite of lot of competition in his position.

As for Feruz, that's a shame if it's true. You got any links?

I would imagine the main thing stopping Scott Allan getting a game for the Scotland team is the fact that he's only made something like 10 starts in his entire career.
