You can sign players, but they can only officially start playing for the club after transfer window opens.

So if thats the case then what makes people think wenger is going to spend if the transfer window is already open?

Verbal agreement I guess. We haven't signed anyone yet because we haven't sold anyone. If we went in and signed loads of players, all the ones we need to sell lose lots of value. Anyway, people shouldn't be worrying too much - none of our targets have been snapped up yet.
