Wenger is respectful towards other clubs so I don't think Hel come out publicly and announce that we have signed him until the summer window opens.

What Wenger has said has to be technically correct,
because the transfer window does not open until after
the end of season and registration cannot be effected if my memory is correct until 1st June.

However, that does not mean that the player has not
agreed to come to Arsenal and the clubs have not
come to an accord subject to medical clearance and
signing contracts.
