Considering that the two clubs with the highest wage bills in England are the top two clubs in the country, I wouldn't say either United or City are underachieving or overachieving. Also Arsenal having the third highest wage bill in England and being third in the table would suggest the same for them.
Chelsea? Well in terms of the PL, their wage bill does suggest that they should be at least challenging for the title, but they have offset their (by this standard) poor PL campaign by reaching the CL and FA Cup final.
Full credit to Spurs, Everton, and especially Newcastle though. Liverpool on the other hand...

Also, how is achievement linked to how much you pay your players? If you get someone on a free you can afford to pay him more than if you pay 30m for him.
Arsenal have a fairly flat structure, so they pay their journeymen as much as most of their good players - that's their call of course, but it doesn't mean they're underachieving because of it.
Amazing how inspite of that massive wage bill we only have one world class player in our team.
Part of these figures are probably because of the ages of the squads. Barcelona, Real Madrid and City all have squads pretty much in their prime. Chelsea's are generally a little older; and United have a young squad on the whole, with a few oldies and one or two in their prime. Youngsters are obviously going to be paid less.
It really does put the OP's last paragraph into perspective.

Come on mate, I'm a United fan and even I recognise that they've had to pay over the odds to get the calibre of player in that they need in such a short space of time.

Chelsea are in a Champions League final and are unachieving whereas you guys get knocked out in the group stage but are overachieving?
Didi we'll be finishing inside the top 2 again
we've won 4 of the last 5 titles (and are level on points at the top with 2 games left) and have been in 3 of the last 5 cl finals. with our wage bill we are massively overachieving imo.

That's amazing how much City are paying.
We certainly pay too much on some average players. We need to sell the deadwood players, starting from Chamakh, Squillaci, Almunia, Djourou, Denilson, Vela, Park, Bendtner, and Arshavin.
We also need to cut our loses for the youngsters who will never make at Arsenal, starting Lansbury, Hoyte, Eastmond, Watt, Galindo, Wellington, and Potelho.
Pride JT has turned over a new mattress. He's a changed man now.
