I agree, we should be picking the players who are young enough that their egos haven't expanded beyond the size of the moon and that still see playing for England as an honour.
The problem with England is that the players never seem to want it enough.
England are never going to win the world cup based on quality, they can win it if the squad is full of players willing to give 100% for their country. Greece won the Euro's back in 2004 so it can be done.

The English fa have made it as difficult as it gets, and the players from outside England have made it worst!..
There should be something done to stop the over paid "I'll wear that shirt if the money is right" People, and the English fa should do what it's meant to do!..
It should do more to bring its own youngsters through knowing their there to play against the best with the best backing they could wish for!..
How many footballers these days can say they wear their clubs shirt for the love of their club?..
And what is the % of top earning English players against the top earning outsiders in the Premier?..
I dare say atleast one of those questions work against the National side!..
For the record, if I were England manager, there is no way in hell that Wayne Rooney would ever get anywhere near my squad.
I would also drop Lampard and Gerrard, two of the most overrated players in English footballing history.
You're spot on leaving Ashley Cole out, and I agree with others on here that Oxlaide-Chamberlain and Walcott should be there.
I did say I'd swap Downing with Walcott but I 'd like to see Oxlade-Chamberlain play regular first team football with arsenal before i take him to and international tournament
England must not play a 4-4-2, that's for starters. Nor must Gerrard start in CM. ACM or on the right, he'd eb great, but I'd rather put Grayson in CM than Gerrard. He's got no positional discipline.
What do England have as strengths? Good centre backs, some cracking fullbacks, several exceptional young players (Welbeck, AOC), the critically underrated Milner, Rooney.
England, as I see it, have to play a structured 4-2-3-1, which in reality will be more like a 2-1-1-2-1-3 or 2-4-1-3 when you consider the average positons I'd have the players occupy.
Our fullbacks (Cole/Baines and Richards/Walker) are both excellent attacking players. If they are to fly up we need a DM dropping into the defense, much like Busquets does. That can be the job of Leon Britton.
In front of Britton we need a DM reading the game, moving around, intercepting and manning the space. Parker.
One of the wingers should drop back if the full backs both attack alongside Parker, to give an extra body. Milner.
Then there's a front 3 left - all have to be intelligent players. Welbeck, Rooney, Ox
I await Butland's progresion to more prowess than Hart, he'll be a much better prospect.
For now, my starting XI - Hart, Richards, Terry, Cahill, Cole, Britton, Parker, Milner, Chamberlain, Rooney, Welbeck
