I think if you check, Arsenal were given grants & local authority help to build "The Library"......................
The bits that Spurs are looking to get money for are the upgrading of transport facilities, underground, roads etc.........................which ordinarily would come under the remit of the local authority.

Public spending is being cut!!!
The roads are fine. If you lot want a new underground station (so that fans can get to the stadium,19 times a years) then you should pay for the pleasure, not the tax payers!
The £450m Northumberland Development Project, including plans for a new stadium, a hotel and more than 200 flats, were approved last year but the club chairman said: they were "unviable" due to rising costs.

The upgrading of the underground & road infrastructure is being insisted on by the Metropolitan Police & Transport for London.
Arsenal received similar grants for the Emirates............................
There is also going to be a new Sainsburys & a hotel, so increased employment in the area too.
