The Real Madrid situation is a joke. As you point out, they are a national institution and are constantly being bailed out by the Spanish Government - who, by the by and if you want to get political/historical - have always favoured RM over Barca.
One of their favourite tricks is to buy a plot of land from the club, say a training facility, and pay way over the odds for it.

The whole thing is easy to dodge. Ridiculous example, but what is to stop the owner of a club from buying a bazillion shirts and give them all back one day after the refund date?

They may work in US sports where everyone starts from the same base but Uefa are introducing these rules when Man United, Barcelona and Real Madrid are so far ahead that no-one will be able catch up. How is any other club supposed to catch and compete with these clubs if they are forced to spend less? These rules will just give Man United, Real and Barca a divine right to win everything.
These rules make football far less competitive.
Barcelona and Man Utd are not in such a great situation,because these clubs are still run by conventional rules.
The clubs that you need to worry about are Real Madrid with their Government backing and the clubs like Chelsea and Man City with their sugar daddies.
I have worked in Gulf. The whole economy in Abu Dhabi revolves around the ruling family who are for
record significantly richer than their cousins in Dubai.
They would not have made an investment in Man City
unless they are in control of that club's destiny.
UEFA and FIFA are a distraction which will be easily
overidden by them.
