Yep TM values mate transfers and releases.
If a player doesnt have a TM value then they can be purchased or released for nothing. But would still count as one of your 3 releases or 3 transfers of the day.

I've only just started looking, so haven't planned too far ahead - hopefully get my 3 signed at just gone 12am and then release 3 in the morning. Then I'll think about my next move tomorrow. May go for one biggish signing + then go safe and steady from there on end.
