At the time Shevchenko was at his peak and regarded as one of the best players in the world, and Carrick was not.
I would think anyone in the world would have regarded Shevchenko as the better player (remember this was your criteria, not mine).
if you are going to use daft criteria, expect to be pulled up on it.

Hazard is easily the better player. Give it a season or 2, he will be one of the best players in the league, if not the best

You really can not be sure of this can you?
Some players just don't suit the premiership, that is how it is.
Being a Chelsea fan, you really should understand this simple concept by now.

Like Robben, Lampard, Essien etc. Those types of players ?

VC's demolished this point already. Anyone else? I can appreciate it's a difficult job developing players considering the way the club hires and fires managers.
