Yes, when the foreign market opens. LRF will set a date. Then you can buy anyone from anywhere for a realistic price.
And which page should I list players up for sale on?
Do you want to release them? Then you would get half the value. You can list players you want to get rid of on your team page and see if anyone is interested.
Can't wait for that. Got a couple of realistic signings in mind for a nice price.

The signings don't have to be realistic. If you want Messi, as long as you can match the price and outbid anyone else who wants him, then you can get him.

Are there any particular numbers needed for homegrown or U21 players? I currently have 11 HG and 5 U21 in my 24-man squad. If I need more U21s I could add some youth players I missed out to cut the squad size.
You must have at least 5 HG's and 17 Foreigns max. If you have them numbers then 3 will be filled with U21's but there is no limit to U21's as long as your not over the squad size limit and you have at least 5 HG's and 17 Foreign's max.

I was thinking of using TM as a baseline, but any exaggerated prices (£22m for Essien etc), will be discarded and our own opinion on those players will be the key to the amount you have to pay.
