Because out geographic rivals have historically been in the lower leagues, Fulham were well down the divisions before Mo came along and QRP spent years out of the big time. QPR see us as their biggest rivals and if they continue to invest and can see that becoming a bigger rivalry in years to come.
Tottenham are pretty big rivals, more so than most outside the clubs realises since it is overshadowed by the North London rivalry, but let’s not forget Arsenal are really a south London club originally.
Not geographically close and of course we don’t play them often these days but Leeds are big rivals going back to the F.A clashes from 1970.
Our traditional rival has been Leeds United, but because they have been outside of the EPL for so long this rivalry has been diluted . More recent Chelsea fans are unaware of the hatred between Leeds & Chelsea.
I would also say that QPR seem place us as bitter rivals even though we don't really seem that way.
Also, there is very little love lost between West Ham fans & Chelsea fans.

Most rivalries are traditional and go back years and tend to be geographically based. They can also be based on competition.
Spurs - Arsenal: Arsenal moved into Spurs Territory (they almost became Fulham, sort of) They also managed to avoid relegation at the expense of Tottenham once, through arguably dubious means. Thy have also more regularly competed against each other.
Liverpool - Man United, Southampton - Portsmouth, Norwich- Ipswich, West Ham - Millwall, Crystal Palace - Brighton, etc All these are based on geographical rivalries, in some cases these rivalries have remained as fierce as ever even if they are not in the same league (e.g. Millwall/West Ham, Portsmouth/Southampton, Ipswich/Norwich), this is down to historical arguments that are not always football related either. Even Liverpool and Manchester have history away from football that makes their two cities want to outdo each other.
Chelsea is a relatively young team so were not really seen as a rival to more established teams initially. This isn't unique to our relative youthfullness, older clubs, Reading for example also struggle for a real rival, some Reading fans might tell you it is Swindon, some Oxford, truth is Reading have outgrown both in recent years and I suspect don't really consider either a rival at the moment.
We should have a rivalry with Fulham, but any that exists is only one way, and that is a more recent thing. They have traditionally gone there way and we have gone ours with little need to step on each others toes. Indeed I was brought up on tales of everyone going to watch Chelsea one week and Fulham the next. I also have plenty of Fulham friends, have noticed a certain animosity creep in since they joined us in the top flight. Indeed I was there the year they beat us and did a pitch invasion fronting out our end and getting chased back to theirs. It was hillarious watching mates forget they were with their kids, that CCTV camera are everywhere now and that we are too old to be running accross pitches anymore. All that aside, few can take Fulham seriously as a rival. QPR have probably always disliked us but have never been considered as serious rivals for all sorts of reasons. Even in the bad old days, and QPR were a better club in terms of results than us, we always had the numbers over them, going to Loftus Road was like going to a home game. Sit (or stand) were you like you would be amongst Chelsea fans, hard to get excited over a team with support like that.
Leeds and Tottenham have been most Chelseas targets as rivals, this is due to experinces in cups, plus not a little influenced by the hooliganism years. Tottenham until recently have never taken the rivalry all that seriously, why would they, they have Arsenal. Whilst our recent success has troubled some to a greater degree I bet they would still as a majority state Arsenal as their main target for rivals. Leeds, despite the distance were for me our biggest rivals for many years until their unfortunate demise. I hated them with a passion but I also respected them, it was one of the dogiest places to go for an away game as a Chelsea fan, always best to be in numbers or on your guard, but for many Chelsea these days they would not have had the experience so could not appreciate the rivalry, and why would they some weren't even born when I went to my first Leeds away game nearly 30 years ago.
West Ham were a bit of a rival during the 80's, we played them often enough, they had the ICF and games between us were always interesting. My nan used to live around the corner fom West Ham station, nearly died once getting off at Plaistow to walk back to West Ham as I had forgotten to remove my Chelsea scarf, being about 16/17 at the time and on my own was the only thing that saved me
These days I consider (rightly or wrongly) our rivals to be the teams closest to us in the table, and that of course can vary from year to year but for this old git, our biggest rivals are the teams I find that we are competing with each year. The traditional "rivalries" may remain but are not so important these days, for me at least.
We have a very ordinary head to head record with Milwall....

When we play them the it is a mare however I think you will find that there is a bit of respect there. I know some of the dodigiest Millwall fans going and none have a real problem with Chelsea, indeed I was suprised to hear that some Chelsea attend the odd game with them, though I shouldn't be, at least 1 of the affore mentioned Millwall fans was Chelsea back in the day, he just referred the fighting to the football and got more of that at Millwall so switched. I have never considered Millwall as a rival, not in football terms.

Yeah, that may be so but that would make us rivals with Derby/ Luton, etc where we have ripped out their seats surely?
Liverpool seem to hate us quite alot.
LIverpool hate us because we took over the 4th spot in the cl, forcing them down to the Europa league

QPR and Fulham is an unrequitted rivalry. It's only a rivalry in the eyes of their fans. Deep down I think Fulham fans accept we are way out of their league. The Fulham fans I know seem to hate QPR more, I think that'll become a big rivalry soon.
Older Chelsea I know hate Spurs, West Ham, Liverpool and Leeds.
Chelsea fans my age (and I include myself) hate Spurs, Arsenal and West Ham. I don't hate United just hate their southern/Midlands based fans. The proper United fans I know are top guys, City fans as well.
I used to hate Liverpool pathologically but that has wained.
There are IMO about 20-25%% of all Spurs fans that hate Chelsea more than Arsenal, partly due to the recent wealth and fortunes but also due to the hooliganism and beatings Chelsea used to hand out to them on and off the pitch. Thankfully, those dark days are over now and support is more cosmopolitan but there is still a huge tension and hooligan presence at Spurs v Chelsea games.
Any Chelsea fan that "doesn't mind Spurs", go to a game at WHL v us and I guarantee your opinion of them will soon change, West Ham as well to a lesser extent
but also due to the hooliganism and beatings Chelsea used to hand out to them on and off the pitch.

I went in 2006 and had to sit in the Spurs end . I think it was 2006 anyway, when Lennon scored the winner and JT got sent off???
Anyway I remember the events after the game more. Chelsea and Spurs fans giving eachother major abuse throwing bottles.
Police surrounded a group of Chelsea fan and marched them to the station. One Chelsea fan tried to break out from the police shield and got thrown by one of the coppers onto the side of a parked car smashing his head through the window
