No, they were spanked by Athletico Madrid in the super cup, so they certainly are not the best team in Europe. They finished 6th in the prem, so they are the 6th best side in England. Anybody can win cup competitions, does not mean they are the best. The league is the only true test of who is the best. And Man City are rightfully the best team in the country, being the current prem league champions.
