If they did, they might be able to sell out the seats for once.
I know that not every city fan was wanging coins, but there was a fair few of them. In the short clip that they showed on MOTD of Rio getting hit you could see 7 or 8 coins. Then when Rooney was taking a corner you could see about 10 - again in just a few seconds.
Considering only those in throwing range are going to throw a coin, that is actually quite a few people. And I am sure that there were more that I didn't see or that weren't shown.
