Well a country has to be brave and start promoting these talents, because they are there, it's just they don't get a look in!
It's more about flair but identity in their football, my ex use to say that when they played football in Nigeria it wasn't just about winning but how good you looked on the ball and how you made the other player look stupid!
As I've said, does no one think African football could be going through a cylical pattern, like many footballing nations? (Yes I know I'm using Africa as a collective of the nations). Bertrand Traore, Dongou, Bagnack (the latter two playing for Barcelona) all having similar careers to Drogba/Eto'o in that they have spent the majority of it in Europe.
Nigeria U20s were recent stars at the 2011 U20 World Cup, while it the two Milan sides have much better scuoting facilities for Africa these days. Not worried, there will be quality footballers in the future.
Would you rather have your team be a flair team or a winning team? IMO the latter is better.
