You need to think about the context. It is not a shirt people will wear everyday but more sort of occasionally. And it is for Brazil, so think of party and Samba, etc....
I'd go for the first one too but admittedly like I said, it is slightly "too" busy in the middle.

These guys were cashing in on the broncos winning something, they cleverly used the colours but didn't violate any trademarks, they got a minimum profit of $10 per shirt
IAWT- it has too be a shirt people would wear everyday, it's for going to the world cup, they almost didn't get there, everyone was mocking them. it would've been a travesty
