Not sure I understand your logic.
United's setup = Chaos when Ferguson left.
Arsenal's setup = the opposite of United's setup = still chaos when Wenger leaves?
I think a decent manager would find Arsenal very, very easy to come in and stamp their authority on the team and club. The key would be choosing the right man.

Lex, Wenger has stated previously that when he steps down he wants to make sure the new guy coming in has all the components to get working.
But of course when someone who's been in charge for so long, effects will be felt when they depart.

As 50 said, Ferguson was almost a supervisor of the first team, whereas Wenger is much more hands on and in many more areas round the club.
It's a rod they've made for their own backs.
You know when Everton went 2-0 down, they looked like they would come back and get something. Whereas Arsenal when they went 2-0 down vs Chelsea, everyone gave up.

Fergie left Man Utd with a terrible squad in need of a bit rebuild.
Wenger will leave a decent squad behind, I'm confident of this

A lot of our current squad are in their late 20s early 30s.
Unless we suddenly have a few youth players come through, there are no guarantees Wenger will leave the next guy anything better than what Ferguson did at OT.
And they have a lot of money to play with, with or without CL.

Yeah I was impressed by mentality, but against a top team, if it ever happens, it will all go toilet again.
Pretty sure Wenger would go to France once he steps down to PSG. Think it's been reported in the past that's his desire.
