He had a diagnosed deficiency in growth hormone as a kid, and was fully entitled to put himself on an even keel of his piers. He WASN'T gaining an advantage over anyone. He was at a distinct disadvantage to his peers at that age.

Well, yes it does matter. He took them as a kid for health reasons NOT to cheat like some fully developed athletes have done. Messi used HGH to give him a normal level of hormones of a kid his age should have had.
